Sub-Group of Conservative Movement

This sub-group of Conservative Movement is organizing people into a signing “army” for petitions that will allow us to qualify needed propositions on the ballet. The “army” will receive one email to comment on a proposed effort and if there is interest, a second notice of where to sign when ready will be sent. The people still have the power and responsibility to control their government and by streamlining the qualifying process, we can get several petitions signed at once with the same effort without having to spend as much on the qualifying process. Pre-Approval Bill Requirement In Order To Increase Cost of Living – “Transparency in Government”
This proposition will require the legislature to pass a Pre-Approval Bill which states the following before any Law can be written that increases our cost of living. This will give the people a chance to better monitor what government is doing in time to react.
The exact problem in need of a Law
Why a law is needed to solve the problem
The cost of the Law on the people and how it was derived.
The parties who will profit from the law
The parties who will be hurt by the law
The private parties who have lobbied the need for a law
The legislators supporting the law.

Open Presentations by Lobbyists
This proposition will require legislators to meet with lobbyists, including union lobbyists, only in a public forum so that the people can hear the presentation as well. The best constitutional method to limit the feeding at the government trough and self dealing is public scrutiny.

Redefine California Department of Education
This proposition will limit the sole authority of the CA DoEd to managing the flow of cash to individual school districts and put the responsibility for education in the hands of the people who care – schools, children and parents in the local communities. A new Counsel will be created with principals and school board reps composing the body that will self elect an executive committee to manage its operation. Education is the one exercise that seems to get worse the more money is spent.

Donor List protection Act – “Protecting Our Secret Ballot”
The government and the people have a vested interested in fair elections and donor compliance is a major interest. However, the right to a secret ballot is also a critical interest and donor publication stretches the absolute limit of acceptable behavior so extraordinary measures must be taken to protect the donor. Consequently, it should be illegal for anyone to harvest or assemble the data in the government window for any purpose and it should be illegal to contact or harass any donor listed in the public window. Each donor list should also be seeded with a percentage of “control” listings to detect abuse, similar to what mail list firms do. Note that this protection already exists for petition signers.

Plan B Conscious Exemption – “California Needs a Conscious”
This proposition would allow medical practitioners whose conscious conflicts with dispensing Plan B and any other contraceptive materials to opt out of State mandated requirements to do so. This proposition would specifically allow Pro-Life Medical clinics to receive any and all Federal/State grant money such as Title X without requirements to distribute Plan B or any other contraceptive material. California needs a conscious far more than it needs every possible source of Plan B dispensing and the sole purpose for the existing requirement is to interfere with the Life Choice option and this is the worst of politics.

Abortion Clinic Health Reports – “Protect Our Daughters”
Abortion clinics are not required to report deaths, injuries or complications that result from their operation – consequently these statistics do not exist. In addition, abortion is the ONLY surgical procedure that does not require informed consent. This industry is now a billion dollar industry and it is in such gross violation of medical ethics and standards that this can no longer be tolerated. Last year, one death triggered a swimming pool law and it is time this $Billion dollar industry complied with medical ethics and standards.
